    香港“占领中环”行动进入第65天，学生团体宣布升级行动包围政府总部后，示威者与警员彻夜在金钟占领区一带冲突。
    
    警员星期一（12月1日）9时过后（格林尼治标准时间1时）从政府总部人行桥冲进夏悫道地铁站口拆除示威者新设的路障，双方爆发推挤。
    
    这相信是自9月28日发射催泪瓦斯驱散以来警方首次攻入金钟占领区。警方表示，自星期天（11月30日）晚以来，至少40人在包围政府总部的冲突中被捕。
    
    学生表明这次升级是要迫使港府回应实现“真普选”诉求。如果港府拒绝回应，围堵将会继续。
    
    特区政府发表声明，并把示威者形容为“暴徒”；保安局局长黎栋国形容局势急转直下，示威背离和平集会，濒临失控，对香港专上学生联会与学民思潮予以“最强烈谴责”。
    
    声明说：“暴徒昨晚和今晨多次在龙道及龙和道激烈推撞警务人员和冲击警方防线，此等破坏公共秩序、罔顾警务人员和自身安全的违法行为，绝不会为社会接受。”

    这相信是9月28日驱散行动以来警方针对金钟占领区采取的最大规模行动。据报道，学联委员岑熬晖、梁丽帼赶到呼吁双方冷静。
    
    香港警务处高级警司徐伟雄说，在金钟被逮捕的人员涉嫌非法集结、藏有攻击性武器等罪名。他指责示威者向警察扔鸡蛋、汽水、面粉等物品，又使用木板和铁板等自制盾牌，冲击警方防线。
    
    他说，示威者的行动“是有人发号施令、有组织的行动”，至少11名警员受伤。
    
    在金钟爆发冲突之余，九龙半岛旺角一带星期天晚间至星期一凌晨再次出现流窜式示威。徐伟雄表示已逮捕12人，他们涉嫌袭警、拒捕和在公众地方行为不检等罪行。。
    
    在夏悫道冲突发生之际，政府总部西侧的中国解放军驻香港部队总部一座配楼的烟囱着火焚烧，火势不久后扑灭，没有造成伤亡。至今未知与冲突有无任何关系。
    
    行动升级
    
    学联与学民思潮是在星期天晚上宣布“行动升级”。在包围政府总部的过程中，示威者再次占据行政长官办公室外的龙和道。警方与示威者彻夜攻坚。
    
    港府的声明说：“对于策划今次非法集结和多次鼓吹示威者冲击政府总部的学生团体，政府予以最强烈谴责。发言人表示，近期多个民意调查指出，绝大部分 市民均希望占领人士尽快退场，结束堵路；但相关团体背离民意，一意孤行把行动升级，扩大对社会秩序的破坏，牺牲全港市民的整体利益。”
    
    “对于学生团体声称要围堵政府总部直至政府回应其诉求，政府过去已经多次重申，任何有关政改的讨论，必须以《基本法》和全国人大常委会的决定为依归。刻意无视和歪曲此等重要的法制原则，只会令香港的政制和民主发展成为空中楼阁，继续延宕。”

    学联星期天晚间的声明则说：“两个月以来，特区政府与建制团体，指斥占领人士霸占道路，影响民生。冲突前线，警察屡举红旗，严禁市民接近推撞警察防线，稍有风吹草动，便悍然椒喷棍打。”
    
    “然而市民前仆后继，奋而抗命，占领遍地开花，规模有增无减。归根究柢，正是以梁振英为首的特区政权，窃市民应得的提名权自据，屡次冲击市民道德底线，视民意如草芥，再倚仗防暴警察，冷血刻毒镇压无辜市民。”
    
    “特区政府必须回应学联和不同团体的坚定庄严诉求：撤回八三一框架，重启政改五步曲。否则我们将继续围堵政府总部，直至政府权力归于人民。”
    
    声明又引用台湾民进党主席蔡英文在星期六（11月29日）的“九合一”地方选举中大败执政国民党后的话说：“一個政府沒站在人民這邊，人民就會把權力收回去。
